Notes on these facts
Sakura Pigma Micron pigment fineliner (sizes 003 to 12, 0.15 to 0.70 mm lines): Made by Sakura Color Products Corporation (Osaka); sold in the US by Sakura of America. Made in Japan: Unsharpen gives Japan as the country of origin (read October 20, 2026). Sakura's Japanese product page for the Pigma 01 doesn't state a country. Digitec and Galaxus (Switzerland), cited earlier for Japan, blocked our access on that date. Source. Released: Sakura's Japanese Pigma page says it developed Pigma, the first water-based pigment marker, in 1982; Wikipedia agrees. We found no separate Sakura date for the Micron name.
Copic Multiliner pigment drawing pen (0.03 to 1.0 mm; Multiliner Plus replaces it): Made by Too Marker Products Inc. (Tokyo); sold in the US by Too Corporation Americas. Made in Japan: Modulor, a Berlin art-supply retailer, lists 'Made in Japan' for the Copic Multiliner 10-color set and says the multiliners are manufactured in Japan (read October 22, 2026). Copic's own pages don't state a country. Source.
uni PIN pigment fineliner (0.03 to 1.2 mm, brush and chisel tips): Made by Mitsubishi Pencil Co., Ltd. (Tokyo). Country of manufacture not stated: uni-ball UK, JetPens and the Swiss Post shop pages we read don't state a country, and the PIN isn't in Mitsubishi Pencil's Japanese catalog. Search snippets showed a Galaxus listing giving Germany and Japan and a UK office supplier giving Vietnam, but we couldn't open either page, so check the pen.
STAEDTLER pigment liner 308 fineliner (0.05 to 1.2 mm plus chisel): Made by Staedtler Mars GmbH & Co. KG (Nuremberg). Made in Germany: STAEDTLER's German and international product pages carry a Made in Germany badge for the pigment liner 308. Source.
De Atramentis Document Black fountain pen ink, 45 ml (Art.-Nr. 1080): Made by Tintenmanufaktur Jansen, Horhausen, Germany. Made in Germany: Goulet Pens says De Atramentis inks are exclusively handmade in Germany; De Atramentis's own site gives its address as Tintenmanufaktur Jansen, Forststraße 8, 56593 Horhausen, Germany, but its product page doesn't print a country of origin. Source.
Platinum Carbon Black pigment fountain pen ink, 60 ml (INKC-1500): Made by Platinum Pen Co., Ltd. (Tokyo). Made in Japan: Luiban, a Berlin pen shop, lists Japan as the country of origin for the 60 ml INKC-1500, and Phidon Pens in Canada describes it as made in Japan. Platinum's Japanese product page (read on October 21, 2026) doesn't state a country. Source.
Noodler's Black bulletproof fountain pen ink, 3 oz (19001): Made by Noodler's Ink, Massachusetts (run by Nathan Tardif). Made in United States: Noodler's About Us page says its ink is 100% made in the USA from cap to glass to ink. Dromgooles adds that the inks are handmade in small batches, and Pure Pens describes Noodler's as a small company in southern Massachusetts run by Nathan Tardif. Source.
Sailor Kiwa-guro pigment fountain pen ink, 50 ml (13-2002-220): Made by The Sailor Pen Co., Ltd., Kure, Hiroshima, Japan; majority-owned by PLUS Corporation since May 2022. Made in Japan: Hiroshima Prefecture's profile of Sailor says its site in Kure, Hiroshima makes fountain pens, inks and ballpoints, and the bottle's JAN 4901680184508 carries Japan's 49 GS1 prefix (it shows where the code was registered). Sailor's product page (read in full on October 21, 2026) doesn't print a country of origin. Source.

What are the best waterproof pens and inks?
On published specs, the Sakura Pigma Micron is the best waterproof pen for most people, the STAEDTLER pigment liner 308 the German alternative, and De Atramentis Document Black and Platinum Carbon Black the waterproof fountain pen inks to start with. Waterproof here means pigment ink that bonds to the paper and survives a wash once dry, which is what archival drawing, signing and watercolor sketching need. The four fineliners sit in our $ band (under $5 per pen) and the inks in $$ to $$$ ($5–75 per bottle). The Micron is #1 because Sakura sells its pigment ink as archival, and its eight sizes, from 0.15 to 0.70 mm, cover most line work in our $ band.

Best value bottle:Noodler’s Black. Why it’s here: the biggest bottle here, 3 oz (about 88 ml) of bulletproof ink, handmade in the USA.
Smoothest pigment ink:Sailor Kiwa-guro. Why it’s here: ultra-fine pigment that Sailor says resists feathering and bleed-through, for a smoother pigment ink; 50 ml at ¥2,530 (about US$16).
How did we choose these picks?
We compiled these picks from published sources, not hands-on testing: makers’ ink claims and certifications, published water tests, US availability and price band. We counted only pigment or reactive inks that survive a wash once dry, then chose one pen or ink per job.
How do the waterproof pens and inks compare?
The fineliners are disposable and cheap; the bottled inks cost more but fill any fountain pen. Figures come from each product’s guide.

What makes an ink waterproof?
Pigment particles that bond to paper fibers, or a dye that reacts with cellulose. Ordinary fountain pen and gel inks use dyes dissolved in water, so water redissolves the line. Pigment inks suspend solid particles that lock into the paper and stay put. Noodler’s Black takes a third route: a dye that reacts chemically with cellulose, so it is permanent on plain paper but not on coated stock.
The trade-off is maintenance. Pigment fountain pen inks clog a pen that sits unused, which is why Platinum, Sailor and Goulet all advise regular cleaning. Disposable pigment fineliners sidestep the problem.
Should you buy a pigment fineliner or a waterproof fountain pen ink?
A fineliner for fixed-width line work; an ink if you already own a fountain pen. A Pigma Micron 01 writes one 0.25 mm line every time, dries quickly because the tip lays down so little ink, and costs under $5. A bottle of Carbon Black costs more up front but refills a pen for years and gives a line that varies with pressure and nib.
Fountain pen users who want the least risk should start with De Atramentis Document Black, which the maker says suits all fountain pens, or run pigment ink only in a pen they write with daily. See our guide to fountain pens under $100 for cheap pens to dedicate to pigment ink.
Which waterproof pen or ink should you choose?
Match the product to the job.
Sketching for watercolor: Pigma Micron or pigment liner 308, then De Atramentis Document Black in a fountain pen.
Coloring with alcohol markers: Copic Multiliner Plus, the refillable successor to the Multiliner.
Technical drawing with rulers: pigment liner 308, whose long metal tip clears the ruler edge.
Very fine lines: uni PIN 0.03 or Multiliner 0.03.
Signing and addressing envelopes: Platinum Carbon Black or Sailor Kiwa-guro in a fine Japanese nib.
Most ink per dollar: Noodler’s Black, 3 oz in our $$ band.
Where are these waterproof pens and inks made?
Japan for five of the eight, Germany for two and the United States for one. Sakura, Copic, Platinum and Sailor are Japanese makers whose pages or retailers give Japan; STAEDTLER prints Made in Germany on the pigment liner 308 and De Atramentis makes its inks in Germany; Noodler’s hand-fills its bottles in the USA. Mitsubishi Pencil doesn’t state a country for the uni PIN on the pages we read.
Frequently asked questions
What pen is truly waterproof?
A pigment fineliner. Sakura calls Pigma Micron ink waterproof and fade resistant, STAEDTLER calls the pigment liner 308 waterproof on paper and document-proof, and Copic's Multiliner ink resists water and alcohol markers. Pigment particles bond to the paper fibers, unlike dye, which redissolves.
What is the best waterproof fountain pen ink?
De Atramentis Document Black if you want a certified document ink: it meets ISO 12757-2 and takes watercolor washes. Platinum Carbon Black is the standard pigment black with a high water-resistance rating in Mountain of Ink's test, and Sailor Kiwa-guro the finest-particle pigment for smooth flow.
Is Pigma Micron ink archival?
Sakura says yes: Pigma ink is a water-based pigment ink that is waterproof, fade resistant and chemically stable once dry, introduced in 1982 as the first water-based pigment marker. Archival means it should not fade or bleed over decades on acid-free paper.
Can waterproof ink ruin a fountain pen?
Pigment ink can clog a pen left unused, because the particles dry in the feed. Goulet advises cleaning a pen running Platinum Carbon Black weekly, and Sailor gives the same advice for Kiwa-guro. Noodler's Black is a cellulose-reactive dye ink, so it is less prone to clogging but still needs a rinse between fills.
What is the finest waterproof pen?
The uni PIN 0.03 and Copic Multiliner 0.03, whose 0.03 mm sizes write finer than the Pigma Micron 003 at 0.15 mm. The STAEDTLER pigment liner 308 starts at 0.05 mm.
How long does waterproof ink take to dry?
Longer than ordinary ink. Published tests put Platinum Carbon Black at 60 seconds, Noodler's Black at 50, Sailor Kiwa-guro at 40 seconds to the touch and 100 before it stops smearing, and De Atramentis Document Black over 30. Pigment fineliners dry faster because they lay down far less ink.
Is Noodler's Black bulletproof ink waterproof?
Noodler's says Black resists water, bleach and UV light once dry on cellulose paper, which it calls bulletproof. It works by bonding to the paper rather than by pigment, so on coated or synthetic paper the claim does not hold.
Which waterproof pen is best for watercolor sketching?
The Pigma Micron or pigment liner 308 for line work that will take a wash, or a fountain pen filled with De Atramentis Document Black or Platinum Carbon Black for a variable line. Let the ink dry at least a minute before painting over pigment fountain pen ink.
